Three futures

The century could go three ways

Fragmented

Rival blocs, duplicated infrastructure and recurring conflict; progress stalls where capital is most expensive.

Concentrated

Rapid technology gains captured by a few states and firms; most nations rent their digital future.

Vision 2100

Sovereign nations cooperate through verified, evidence-gated programs; gains are shared and measured.

Figure II-4: Three contrasting futures for 2100
Figure II-4Three contrasting futures for 2100ILLUSTRATIVE Fragmented. Rival blocs build incompatible technology, trade and finance; climate cooperation stalls and warming approaches or exceeds the 2.5–3°C of today's policies 6566. Regional wars are frequent and small states must choose sides; Mele's nation becomes a diaspora. Signposts: falling trade between blocs, collapsing UN funding, repeated failure of climate negotiations.

Three governing rules

  1. 1

    Sovereign consent

  2. 2

    Evidence before scale

  3. 3

    Authority matched to action
